This link shows the cost of care by the government for children of teenage mothers. It has a bunch of figures in it that make for an interesting read. It's a few years old, but near enough to still be relevant.
Consider that it states, of the 9.1 billion, 8.6 billion was on mothers 17 or younger. That's 94.5% of the total cost.
Most of the people who have trouble getting condoms are young. They may not know where to look, or who it's ok to ask, and may be embarrassed by a need to ask. Those same people are the ones who tend to not use them.
Also, there's the "get it 'cause it's free" thing. It may be out of your way, or the money not in hand, or whatever, to get a pack of condoms, but if there's a bowl sitting in the school clinic, filled to the brim with condoms with a sign saying, "Take some for free and be safe!" it's easy to just grab a few, and keep them on hand. What do you know, it turned out handy in my case.
Plus, a lot of these kids can't drive. And, they're often shy about talking to their parents, and may have super anti-sex parents who wouldn't give them condoms, anyway, simply insisting on abstinence, which has shown to be ineffective. Such kids have virtually no access to condoms at all.
I didn't, when I was 17. I'd wanted to have sex, but had no clue how to get a condom. I was raised in a super Christian home (at least as far as sex was concerned), where abstinence was expected. Sure, I knew what condoms were and how to use them (more or less), but I had no means of getting them. No car, no money, nadda. If they'd had em at school, it'd have been great. Instead, he just pulled out before cumming... at least we were Slightly careful, in that sense, but I still got lucky.
I think it'd be a good thing, because it can contribute to the economy (long term) as well as improving the quality of life of thousands of people... both the too-young parents, and the children they raise in poverty. I can imagine that it'd help with low income people, as well. Sometimes it's hard to shell out $15-20 a month on condoms, when they feel kind of optional. But if you can get them for free, then it's easier to accept.

The thing that would have helped is if you could only get welfare for the children you had when you first applied. That would have set a cap on benefits right there. It would have given people an incentive to try and change their situation. As bad as the economy is at the moment, more and more people will be going onto welfare. They simply will not have a choice.
I say bring back the WPA. It will provide jobs, and people will be working for their welfare. In the 80's it was done in Massachusetts. I remember a carpenter being interviewed while he worked at a zoo. He said it made him feel better because he was working for what he got. The workers could pick up the slack for what the states and local governments have had to cut.
I still remember when Joycelyn Elders was defended by Bill Clinton for her stance on abortion but fired when she promoted masturbation teaching to youths. Such a huge crock. He used it as an out to get rid of her because she had become a liability. Wouldn't it make more sense to wank and not make a baby or get a disease?

I feel personally that anyone who is under 21 and not married and gets pregnant should not get any assistance with child rearing such as wick or govt handout. They choose to have children or to engage in sex knowing that the possiblity of preg is out there and let them take care of the baby along with the father....
Tired of seeing and reading of under 21 children having babies and they cannot afford them and living off of the system.

Something needs to be done upstream of the pregnancy, not after the baby is born.
Oh, and remember that unmarried lady that had the octuplets last week? She's got disability checks rolling in for her autistic son and two other children with problems in addition to food stamps. That kind of abuse is pathetic.
Someone should have done something to prevent her from being able to have 8 embryos implanted in her womb in the first place. God forbid there be some kind of oversight for such things.
