If Saddam Hussein was discussing weapons of mass destruction and mentioned al-qaeda and other terrorists organizations in chatter...there is a process of analysis to determine what the meaning of the conversation is and what consequences could come out of it. There were reports from the CIA that pointed to Hussein possibly having or attempting to acquire WMD's. There were also reports that pushed back on the Bush Administration requesting more intel in that direction and found that Hussein wasn't an imminent security threat. Some intel was better than others. But to say that Cheney called the CIA liars? Inacurrate.
