A bulge should be like a rumour:
If you have to make an effort, you've lost the game.
Understated, low-key, word of mouth.
Word will get around.

What I'm trying to get at is that I love it and really get off on when women notice my bulge

At the same time I know some women don't like bulges...

So I was wondering what kinds of situations do most women (a) notice bulges (b) look for them and (c) acknowledge them?

Hmm, I've know only one female who was interested in a guy's bulge. That was back in high school and she was completely boy-crazy.
