This sparked fears of riots across the globe and demonstrations in New York, Paris, Sydney, Rome and London. Freedom groups were in uproar, protesting against the invasion of privacy and restrictions on choice. 17 protesters were arrested in London on the first day of protesting in 2028 and many more given fines and orders to refrain from several public spaces.

On the 14th August 2040, after many years of amendments The Act came to pass. Each member state agreed to comply with the population management policy. The law states:
Any person(s) who intentionally or unintentionally by way of reckless, irresponsible or careless behavior falls pregnant or gets another person pregnant without governmental authorization in writing, will be subject to a minimum prison sentence of 20 years. No appeal is authorized and there will be no chance of parole.
Intentionally in relation to the Act is defined as any action or behavior that the person takes to become pregnant including self insemination, group sexual activities or surrogacy.
Unintentionally in relation to the Act is defined as any action or behavior that a person takes that does not safeguard against pregnancy. This includes alcohol/drug intoxication, unsafe sexual practices, and instances of alleged unwanted sexual advances.
