This appears to be either from the WNBR Fremont 2010 or more probably the Fremont Solstice Parade 2010.

These are from the WNBR London 2009. This "incident" if that is the right word caused a media storm and undermined the event. What made matters worse is that he didn't participate, had no bicycle, and was asked not to present himself for 2010, advice he heeded.
