I think like most everybody here, I'd guess the woman's hand size has something to do with it. I'm either right at 6.5" or just a hair under at the base in girth (so we have better days than others), and I've only had one woman who could completely get her hands around it, and her hands were pretty big for a lady. I'd also say, that being just over 6 around further up the shaft, is easier for most girls to accomplish this feat around this number. I think that being somewhat ovalized as i am (is that really even a word?) might affect it too, but I really don't know how.
