Anyways, the concept of losing one's virginity here in the US means that you've actually had sexual intercourse. A girl who masturbates, whether she penetrates herself or not, and a girl who does not masturbate, are both 'virgins' until such time as they actually have real sex.
"Virginity" is just some human concept anyways, so of course it varies from place to place and in some countries men consider a woman to have lost her virginity if she rides a bicycle, wears pants, or any other action from a list of stupid activities.

I actually have a few friends who didn't lose their virginities (gay or straight) until their early twenties. It's not so unusual.
I really didn't want to go this far into answering the question. The OP doesn't appear to be very progressive in his attitudes regarding sexual equality and the empowerment of women as sexual beings and I didn't want to add any more weapons to his arsenal.

There are different definitions of "lost virginity" depending on who is using it and what context. Dan Savage means "the moment a person has had a new variety of sexual experience." A person who sees the world through "virgn/whore" glasses might view the definition of "lost virginity" as "the moment a woman becomes a slut" which to me changes the definition significantly and what sexual experiences a woman must have to fit the defintion.
The way that the OP asked the question implied a virgin/whore attitude. After I put the video up, I thought, oh great, now he's going to have lots more reasons to think a woman is a slut than just whether she's had PIV. Now she's going to be a slut if she mutual masturbates with someone, or has oral sex, or finger fucks, or has anal sex... maybe more. That's why I chose to take it down. That's what I meant by "adding weapons to his arsenal." I suspect the video would simply make him think lots more things count as "bad behavior for women" instead of clarifying a sexually progressive attitude about the wonderful buffet of sexual experiences an innocent person could become introduced to and consider herself initiated.

As far the the small meat comment (apparently meaning labia minora), could this be in reference to women who have been circumcised? (barbaric practice!)
I grew up in the middle east and it was common practice. It's common in muslim cultures but is not in the quran. That would be like christions religiously doing something that was never in the bible.. strange.
