I'd say that most peeking is caused by guys being at the urinal who are too big to hide it, or don't want to cover up. I walk into public restrooms and can see some guys without even trying or being anywhere near the urinals. Everybody knows how to cover up. If you're worried about someone checking you out, you're more than able to prevent it.

What makes you think it's only gay guys who are peaking? I'm straight and I've peaked. I've seen other straight guys peak at me. Most gay guys I've known have used stalls because they're too self-conscious about it.
