1) do a reverse kegel (i.e. pushing down with the pelvic floor / pubococcygeal or PC muscle)
2) relax the ligaments that hold the balls up, so they descend as far as they'll go
3) pull gently outward on the head of your cock, while keeping everything relaxed in your cock and pelvis
To learn do a reverse kegel first learn to do regular kegels: while peeing standing up, cut off the flow of urine -- that's a kegel. Do that a few times each time you pee, and gradually you'll recognize how to control that muscle, the pubococcygeal or PC muscle that runs front to back. It'll feel more like you're clenching in front, rather than you butt - it may feel like you're tensing up just behind your balls.
Once you can tense up that muscle, it's easier to push down on that muscle -- that's a reverse kegel, and it allows you to lower the balls more than usual, and let the ligaments relax that usually hold the inner cock inside the body.
Then, if you pull gently on the head of your cock at the same time, very slowly you can get more of your cock to emerge. Don't force anything, it's a very gradual process. For me, most progress happened over the course of a few months, with more continuing for a year or so.
