Do you as a parent Shush him up, and say "We dont talk about these things" OR...do you carefully and responsably answer the question?
Let's not forget what this board was built to do - support us that are "Different" and were teased because either being too big, or too small.
If I were a parent and my son at 13 asked me, I would tell him that he is in the early stages of Puberty, and his body will change alot. Give it time, and let his body develop.
At 18, ask him again or let him ask. Starting PE at 18 until 25 should yield decent results. Let HIM make his own decisions.
