Around 25 all your epiphyseal plates fuse, halting growth. Bones grow thicker, but not longer.
This does not include the penis.
Soft tissue is continually regenerating itself, so in theory, your penis isn't the same one you had eight to ten years ago. If other things are growing bigger, then quite easily, the cells that replaced older, damaged ones, maybe proliferated a bit under the influence of the HGH-like chemicals 'intended' for your bones.

Unless you are already bigger than you wnat to be ENJOY!!! It is not uncommon for penises to grow until 25 or so. As long as your bone structure is capable of growing, so it the rest of your body including the penis. Something happens to the ends of the bones at a certain point in life. I don't remember the technical term for it, but once that happens, it is impossible to grow any more in height. Some guys get taller in their mid twenties which means they could also get longer and/or thicker penises. The old tale that the penis only grows starting on your twelth birthday and stops on your fifteenth birthday is a myth.
Most of the time penises that grow when a guy is in is twenties also means that they also were late starting puberty. But that is not a hard and fast rule. Pardon the pun.
