From my web searches, that would be "The Day They Robbed the Bank of England" (1960). but Ray doesn't seem to have been continually shirtless. Maybe off and on, all the way thru?

Edd 'Kookie' Byrnes - sometimes called the 'first teen idol'. spent many hours watching his hairy chest and tight pants. (77 Sunset Strip among others.)

Peter Brown as sidekick and co-star in 50's - 70's westerns. (super cute, vunerable with a smooth chest.)

The young Burt Renolds from the 'Riverboat days.' Tight black pants and hairy chest.

All three showed obvious bulges and exposed their chests frequently.
