Johnny there wasn't a "getting away with it". These were not rare exhibitionistic popstars; very many young men wore tight clothes which showed not only a bulge or visible penis line but you could see whether each other was cut or uncut. We didn't all wear such skintight things as Long John Baldry but the era was a reaction against the formal inhibited prudish conservatism of the older members of society. That's why in this song he speaks of gay, straight, bisexual thrills.
At the time, it would have been difficult to make any TV program or a movie without having a bulge shot in it - usually several.

Now there has been a back swing - particularly in the US - towards prudery and concepts of thinking the male body as indecent.

Anybody remembers Robby Benson at all? He did the voice of the Beast in Disney's Beauty & The Beast, but starred in a variety of 70s after school movies, but mostly remembered for his role in Harry And Son that starred Paul Newman, Ellen Barkin, Ossie Davis, and Joanne Woodward. Does anybody recall this movie by Newman at all or am I the only?
