There is no rule that states this, though. Your assumptions and beliefs are not what technically is allowed to be done. He can charge whatever he wants to charge for HIS images of HIS body. If someone chooses to pay $54.13 for those images, that is their decision. No one is forcing one-singular person to spend money on another. This common misconception of OF and its workings needs to stop.

I understand your disappointment. But, before purchasing any material, make sure/ make a clear agreement on what kind of material you are going to get: fully naked? underwear? if he hasn't promised or did not make it clear what kind of pictures you will receive, it is impossible to claim/ complain.... but thank you so much for sharing with us.

I never said there was a rule or requirement, I merely expressed my opinion on what content should realistically be behind a paywall. He’s allowed to operate the account however he chooses, but there’s a reason why I have not subbed his account and generally charging $55 for two undie pics really doesn’t get you a lasting subscription base.
