The employer collects a social security number from the "illegal" and pays them EXACTLY the same way they pay their other employees. They avoid the issue because the IRCA of 1986 only required that the employee certify the information. It doesn't require the employer to verify the authenticity of the documents.

Employers do NOT keep that much of cash on hand in order to pay illegal immigrants under the table.

They also pay sales tax and gas tax and every other tax.

Lastly, those that save enough, go out of their way to pay property tax and/or income tax. They last thing they want is raising a red flag that might attract ICE.
