Is it really that hard to distribute condoms?
Condoms do seem like they'd help, it's easier to get an adult male to use a condom that to let someone slice off bits of his bits.
I also think another way to help stop the spread of HIV in some countries would be to change the social situation, give women more of a voice, and make such a huge problem less of a taboo topic to discuss.

b) male/female HIV transport orally
b) mother to daughter HIV transport
c) male-male HIV transport anal/orally

As an answer to HIV, male genital mutilation is an indication of failure. It condemns women to more rape and sexual violence.
Note that health care professionals still advise condom use when the male is circumcised ... which is surely the most cynical part of the entire proposal. The one sure solution is to amputate the entire penis. That would end the pandemic overnight.
