If they can see you getting head, I would have to say yes.

Ok, if they have to go out of their way to see, is it?
The flaw in that of course, is what defines "lewd" and this varies from place to place. Personally, I've enver thought of sex as a lewd act, though I know there are guilt-ridden self-loathing Victorians who would disagree about acts that occur throughout the rest of nature.According to the New York penal code:
§ 245.00 Public lewdness.
A person is guilty of public lewdness when he intentionally exposes
the private or intimate parts of his body in a lewd manner or commits
any other lewd act (a) in a public place, or (b) in private premises
under circumstances in which he may readily be observed from either a
public place or from other private premises, and with intent that he be
so observed.
Public lewdness is a class B misdemeanor.
Would you consider getting head in an suv with side window tint, on a one way street and not right in front of a house indecent? ...
How about nudity on a beach where there is truly not another soul in sight?
Yep: "Lewd Behavior" + $250.00 in 1974 Mailbu Calif.
(They flew over a bluff in a helicopter, landed, and two sheriff's jumped out.)
