Actually, it started earlier. The Annoying Thing was originally a sound made by Daniel Malmedahl, back in 1997. He started making noises like that in imitation of a motorbike. Eventually, it was noticed by computer animator Erik Wernquist, who made the "The Annoying Thing" animation to accompany it, and attention picked up after Wernquist posted it on his website in 2003. The sound then became popular as the Crazy Frog cel phone ring tone. (NPR did an interesting interview with Malmedahl recently.)

However, the true significance of the Annoying Thing to LPSG can be seen here (The frog is hung!):
