It can't. There are many instances of such local laws (e.g. city ordinance), the terms of which are in conflict with state or federal law. The local law doesn't overrule the others (in fact, if anything, it's the opposite). But within the confines of the locality, it is often the case that there is no state or federal enforcement of the state or federal law, such that by enforcement of the local law by the local authorities, it wins the day.
Thanks for the info. Municipal governments have little power here in Canada. In terms of criminal law, the feds write it but the provinces administer it, which leads to some differences in interpretation and enforcement. While a bill to decriminalize simple possession of marijuana died in 2006 when the government changed, very few get arrested for it anymore.
