I've been getting these bumps at the base of my penis for about six months now. Any idea what they are?

He better get to his doctor, and quick! I'm sure a simple "circle, circle, dot, dot" will take care of that.

Those are warts and can be easily removed by a dermatologist. You may have recurrences that require follow up visits. Not a big deal, but you should deal with them promptly before they spread. Warts are virus and can multiply left unchecked.

Skin tags don't exist at base of penis.

They could be the result of shaving. Or they could be something more serious. Don't mean to alarm you, but those don't look like a simple rash. My first though as a non doctor would be some sort of skin cancer growth. perhaps not malignant, but you might want to have them excised/burned off quickly if that is what they are.

Go and have them checked professionally.

after reading all these posts, this sounds most plausible, especially if they've been "popping" up recently like you said

Actually a skin tag can form on the body wherever there is constant friction.

Well if they're skin tags then you have nothing to worry about and can just get them removed. If they're warts then it is probably because you have HPV which can be treated (through removing them) but cannot be cured and you can pass it on to others even without visible warts. Depending on the strain it can be pretty dangerous for whoever you're penetrating.

As other's have said you should see a doctor. A message board is not a good place to get a diagnosis.
