I would guess same sites as everywhere else but with a VPN installed or via the dark web in anonymous browsing mode.

In Arab countries the government wouldn't actually actively prosecute those with money for gay acts.
They would only keep it in mind for when they no longer need you / need something against you.

In most Arab countries where gay sex is prohibited it is tolerated on the down low so long as they need you / don't want to get rid of you.

When I was pre-operative I regularly got propositioned by Arab men from Dubai and Saoudi Arabia to top them / let them orally please me. These men were married with wives. ( I didn't accept the proposals though ).
Gay sex in Oman / Saoudi Arabia and Dubai happens way more often than people in the West think.
It's just that it's supposed to be on the down low.

I think you misread my reply.
They wanted to suck my member and to have me insert it into them.
I was a pre-op trans woman back then.
They lost interest once I went post-op.
I can see this being attractive to a gay man but to me as a trans woman it was traumatic. It made me feel fetishized.

I'm sure you can find enough guys on the down low in Oman, Saoudi Arabia and Dubai but the key is being discreet and keeping low profile.
That way you will be safe and good.
