Not always. I've had experiences with 6 black men, 2 were about 5/6 inches, 3 were around 7/7.5", one was maybe 8".

The way I understand it is, yes on average they are larger than white men. Older race, more generations of selective breeding blah blah blah but that's what is the medical opinion.
