But, that would not be very large when translated into imperial measurement... Something along the lines of 6.75x4.5, i.e. not very large at all. Personally I have a bit of a hard time believing the size is true, especially since I have seen it stated as being after 3 surgeries...
Now, to my knowledge you can extend the flaccid length with about 1-2 inches by releasing the ligaments holding parts of the non-erect penis inside the body. This will to my knowledge not affect the erect length as these parts will be naturally pushed out of the body when the guy is erect anyway. This release of the ligaments will also in most men create a less stable erection, hanging down towards the floor and it's likely that it will flop around some.
Other than this quite modest increase in flaccid length I have a hard time seeing what could be done surgically, while still keeping a functioning penis that could be used for sexual activity.
As far as adding girth - there are of course fat transplants and/or silicone transplants that will add extra volume to the shaft. Fat transplants are usually absorbed by the body over time, requiring upkeep and/or abandoning the tries to get it larger. Silicone transplants often turn out "lumpy" as they are spread unevenly along the shaft (partially because of the normal erections men get, that will move the mass around as it is healing). As far as I know transplants have a quite high rate of not being successful - both in that they are absorbed, but also in that they create scar tissue on the shaft (the grafts have to be added to the penis surgically).
While it may be _possible_ to increase girth to 11.5" with fat transplants or silicone I again have a hard time seeing how this could be a fully functioning penis. For that matter - I also have a hard time seeing how a penis of this girth could be received by anyone - vaginally, orally or anally.
All in all - I have my doubts about the size - but not ruling it out. It would be interesting to know exactly what type of surgery has been involved though... (the medical geek in me speaking).
