Any law enforcement officer, at any time, MAY (there's a difference between "may" and "shall") arrest a person for commission of a crime committed in their presence or view (federal or otherwise). Generally speaking, federal law enforcement officers only have jurisdiction over felony offenses, because like the FBI and US Marshal's Office, that's all they deal with are felonies; HOWEVER, they can still arrest for misdemeanors, so long as the accused is either turned over to the appropriate agency, or the appropriate agency is notified that they are in custody.

Tribal officers are different in that while they are federal officers, they do have jurisdiction over misdemeanor offenses.

To add, any officer can *detain* any person for any law enforcement purpose so long as the appropriate agency is notified in that case as well.

Palatine germans are germans from the Rhine-Palatinate. They are fucking germans. Not romans.
I think there are some things that require no explanation to be learned, and if a explanation is asked it will not result in any learning at all, and explaining that palatine germans are germans is one of those cases.
