Yes, there are minor variations. It doesn't amount to much. The average caucasian, black, hispanic, and asian, guy are all about the same size.

It's really bad for the black men that are like most other caucasian and asian men: roughly average within 1 standard deviation +/-.
The bottom line is that all races are roughly around 5.5in EL by 4.55in EG within +/- .5in. That grouping with about 1 standard deviation covers easily 90%+ of all racial groups and men. Period.

A friend of mine who studied history said that the slave trade may have also biased the gene pool here in the USA. Slave traders would often select slaves with bigger genitals.
