For me, it has to be both - the waistband on my undies otherwise restricts my flow.

As I said in a similar thread (no poetry intended), for some of us the "rule" may be variable. I'm tall. If I'm wearing short-rise pants and the fly would press on my urethra (forcing me to pee over a hurdle), I remove the hurdle. This practical solution is not intended as an invitation for others to look, but I've never understood pee shyness either.
