Of course they are. The government's own accounting office, the GAO, has been all over Congress for spending like this.
Essentially it has been a game of musical chairs, each pol hoping the bottom won't fall out on his watch. What are we left with? Finger pointing! What else do expect from politicians?
Alan Greenspan saw this coming. This is why he stepped down while the getting was good. As Greenspan famously said, quoting Louis XV, "Après moi, le déluge."
If the bailouts pass, then it will likely do little to stave off the inevitable collapse. Markets cannot be artificially supported indefinitely. We'd be throwing our already mediocre money after bad.
