Not sure this counts, but here is my experience. I have groomed both my scrotum and penis for over 20 years. At first I shaved both every 2-3 days. About 10 years ago my wife bought an epilator, a machine that plucks hair. Have been using it since every 7-10 days. What grows back is finer with little or no itch. Over time there has been less hair growth since sometimes the epilator also removes the root.
