The penguins were found on King George Island, about 750 miles south of the Falklands:

The programme is being presented by ex-Monty Python star Terry Jones, who said: "We'd been watching the penguins and filming them for days, without a hint of what was to come. But then the weather took a turn for the worse. It was quite amazing. Rather than getting together in a huddle to protect themselves from the cold, they did something quite unexpected, that no other penguins can do."
The footage is simply unbelievable!

I salute the Telegraph for carrying the whole thing out with a straight face.

Seriously, though, to me the most amazing part of the video is the unfaked part at the beginning in which the penguins pop up from the water and land on their feet.

Just saw a show on Wild Kingdom on Animal Planet about the Adelie Penguin, a relative of the Emperor Penguin, in Antarctica. Just like Calboner said - the penguins land on their feet every time.
