I think with a little bit of scaling, one can determine within a half inch how long a cock is as seen in a picture. Fingers, hands,wrists,navel,knees,upper legs, any of these scalers are helpful!The ones that are virtually impossible to determine are the pictures showing only the cock and balls with nothing framing them!

You make a very good point: there are dozens of guys who claim such sizes but have no pictures at all to show it; even among the guys who post pictures that seem to show dicks of great size, few of them show a clear measurement or a comparison within the photo; and even the photos that pretend to show a measurement often have the base of the penis aligned with the 1" or 2" mark on the ruler or tape, which makes the measurement pointless (here is an example). HaagenDazs has a picture that seems to show a dick as tall as a can of air freshener, which I think measures 9". Superslam has a picture of his dick in between an empty drink bottle and a can of shaving gel: I don't know the size of the bottle, but I think that the shaving gel can (uncapped) measures 7.5", and he may be 1.5 inches longer than it. (I compiled a list of contenders for having the biggest on the forum in the thread "So who has the biggest?".)

I would say that, while there are guys who look in their photos as if they've got more than nine inches, there is, so far as I know, no clear photographic proof of such length. On the other hand, with all the means of manipulating photographs that are now easily available, it is hard to call any photograph "proof" of anything any more!

Guys always tend to exaggerate, from the porn stars down to joe shmoe. The thing is big cocks look bigger than they actually are.
