Oh, so they don't have diseases in Canada? Or could it be that you're just naive? The only safe sex is sex with yourself, kids. Anything else has a degree of danger to it, regardless of whether you're having sex with a guy or a gal, or whether you or the other person identifies as gay, straight, or bi.
When people say BJ or "oral sex," they could mean any number of things. The most important aspect is whether there's ejaculation into the mouth or throat. The tissue there is pretty resistant to HIV infection, but that doesn't mean that there's no risk. This is because there can be tears in the throat lining, cuts and abrasions in the mouth, and/or sores on the mouth gums, or lips. And any opening to the bloodstream can lead to HIV infection.
As for oral sex without ejaculation to the person's mouth, the CDC (Centers for Disease Control) here in the U.S. deems a "theoretical risk." That's because pre-cum contains HIV as well, albeit lower levels than in ejaculate or blood.
Anyone who has sex with someone without testing, and/or who engages in such idiotic behaviors as unprotected sex, is asking for trouble. And no amount of comparing national trends, or self-describing as heterosexual, is going to save you once you're infected with HIV.
