It's starting to fall, he's just got to fall a little further before his manager or someone tells him bottoming is going to bounce his star back up again. For at least a little while.
From what I read, Tom is on record saying he wanted to bottom for a long time but Falcon wouldn't let him because they wanted to maintain his image as a top. His career was not on the decline when he bottomed for Mike Branson on screen. He was finally able to convince Falcon it wouldn't make him less of a draw, and that the first time would be a big draw itself.

This is such a funny controversy in retrospect given what we know about the virus and the vaccine now.
I think it was more so him and a lot of other people running to get vaccinated in order to enable their behavior that was frowned on at the time.
