I've done both -- the results were noticeably different.

The Bathmate
clings tightly enough to hold itself in place thanks to the negative pressure from the rubber gaiter. It thickens my the shaft of my cock in only twenty minutes compared to an hour in a non-water pump, but without as much of a donut behind the cock-head.

An ordinary brass pump works great with water, since it's really just a nautical bilge pump. I always try to purge out all air bubbles, to ensure there's only water in there. First difference: the cylinder doesn't cling very well, apparently because water is non-compressible. Whenever I pumped out any water I felt the negative pressure directly expanding my cock, so I worked it slowly because I was afraid I might raise a bruise or blister. In just a few minutes of pumping a-little-at-a-time my whole cock had thickened about as much as it would after an hour of regular (non-water) pumping, but without any donut effect -- no swollen ring behind the cock-head.

Each method yields noticeably different results. If air gets in with the water, then the differences aren't as pronounced. Using a regular pump with water gave the fastest results, but it's the most laborious too.
