Easy...Texas is not an open-carry state. Constitutionally, I disagree with the legal basis, but civilians in Texas are not permitted to openly carry handguns in public by state law.
I've posted on this matter before...the instruction and training required to obtain a CHL in Texas place you in a legal status distinct from regular citizens. The law expects you to have a more discrete understanding of particular conditions, and you are subject to more stringent punishments for some offenses.

Too the surprise, I'm sure, of many LPSG-ers, I'm not anti-gun. They've always been around in my life, one in each bedroom where I grew up. And I actually believe the NRA does a great job of teaching and certifying people for gun safety. But the NRA also attracts folks I would prefer never to have any contact with my entire life. Last gun I owned was a double-barrel 10 gage, but someone decided they needed it more than me and removed it from over the fireplace in a home I once lived in. I'm not a hunter. And target practice has done nothing for those I know than ruin their hearing. But I do worry about those who are so frightened that Obama is going to take away their guns and turn the USA into a commie/socialist state. Those folks worry me more, not because of their fear of Obama, but because they tend to believe anything. For example, I'm sure they believe canyons have mouths. But I do believe -- and I'm deadly serious about this -- that to pass gun safety and receive gun safety certification, one of the requirements should be that all applicants be shot, take a bullet, in a part of the body where no serious damage will occur so they know what the fuck a gun shot feels like.
There is a very big disconnect between pointing a gun and understanding the ramifications of shooting a bullet into an animal or other human being.
