The very idea that this question has a single correct answer, even among the options given, presumes that at least one instance of a man with an eleven-inch penis is known to occur. Further, in order for the sampling to have any kind of representativeness, there would have to be several identified among a certain number of men sampled. I do not know of any well-documented case of a man with an eleven-inch penis, and it is certainly not the case that several have been found by statistical sampling. So the whole question seems to me nonsense.
