He's referring to the advanced settings where you can limit which regions show up ie. north america, south america, asia, europe and other. If you uncheck all but north america, then nearly all the cams that show up will be US or Canada. Occasionally, a few that aren't part of that region still manage to get in, but for the majority of them they're limited.
Regional blocking is something different and that only allows a broadcaster to block certain states or countries from seeing them based on their ip address.

I'm not sure how clear I can be. Let's try this again. I have had those european and south american regions blocked ever since they gave viewers the ability. Those people still show up in decent numbers. Yes, chaturbate.com/male-cams
Advanced option, North America checked only. I've got at least 8 different Russians on cam, people from south America (flags visible on walls), and people from who knows where. It isn't a reliable method and it doesn't work off of IP. The broadcaster block you're talking about works on IP.

Sigh. See above. I've explained it twice now. This doesn't work. It cleans it up, but there's still a fuck ton of non North Americans. I'm seeing people other than those who are Mexican, American or Canadian.
My best guess is that those broadcasters are using vpns with north american ip addresses because the same thing happens to me and when I went and checked one and just blocked north america at least one broadcaster that popped up in north america didn't pop up in his region. I agree that chaturbate should come up with a better way of letting viewers refine their choices.
No problem with that as I noticed most European and Latin webcammers are more daring and not boring. Most Americans won't show anything unless tipped but when tipped it's like a privilege for you to get a glimpse of their hole for a few seconds.

What would the point of a VPN be as a broadcaster? Pay rate? Everyone gets the same pay. Chaturbate isn't blocked in those countries. Even paid VPNs will slow down traffic if it looks like you're transmitting gigabytes of data per hour or every few hours.
I've used Replay Media Catcher to record the HD streams in the past. Plenty today broadcast at around 720p and higher. A 1 hour stream ranges anywhere from 1-4 GB.

Don't go for the straight guys. They're boring as fuck. Bicurious guys are great. They're sluttier than the bi or gay guys and will do anything for the littlest of tokens because they're doing that cam stuff with a friend under the guise of exploration.
I used to work as a backend engineer, no pun intended, at a competing cam site. Sometimes you'd overhear stuff if you were flipping through rooms to monitor feed and page loads.
It could be just simply that they know that they'd make more money from north american viewers or it could be to get around certain restrictions in their country. I'm just saying it's a possibility that they don't want be blocked from north american viewers and that's one way that they could go about it.
