I live in the UK, where - on the whole - parents don't butcher their childrens penises for no good reason. Therefore, all but 2 of my lovers have had their foreskins intact, and I can tell you that I have never had hygiene 'issues' with any of them.
My advice is this... if you want a clean willy, wash!

If this guy actually wants to have this done (which I pesonally feel is a huge not to mention irreversable mistake but hey) and he did the research and understands the consequences, that's fine, it's his decision. But don't tell him it's good for "hygiene". This isn't 1873. People know better now.
