Both he and his partner need to be treated, or they will just keep passing it back and forth.

If the penis owner has had good hygiene and despite this, still gets frequent bouts of balanitis or other infections, then it is because his DNA/body is susceptible to it. It is very unlikely that it will go away.

He can reduce the amplitude of the problem with creams/antibiotics, but it won't make the problem go away.

For young boys, they go through a few early years where urinary infections are common and they grow out of that phase. So balanitis during early years is not an indication that it is a permanent problem.

But for an adult, when it starts, it is an indication that it is to be a permanent problem because you will not "grow out of it".

Frequent foreksin infections also increase the likelyhood that the foreksin will lose its elastictity and you will acquire a phimosis over the years. This is why often for such adult problems, circumcision is inevitable, and there is no point postponing it. At the end of the day, having a dysfunctional uncircumcied penis ruins your self life and self esteem, you might as well get it snipped and start enjoying problem free sex life after a couple of weeks intead of living for years with a problem penis before finally breaking down and getting snipped.

You are handling it just the way a responsible father should. The doctor should explain the risk of not having the surgery but the decision at you son's age should be his.
