Its unfortunate that the doctor didnt really discuss the operation or options with you. I sounds like he just rubber stamped getting cut. Now, you must consider that the doctor has a bias like we all do about things either conciously or unconciously. He might be circumicised and he might think its better for whatever reason, he would be more likely to recommend getting cut because thats what he is. He might be jewish or muslim and might subconciously recommend it because thats the culture he's raised in. This is where the second opinion comes in.

Do you know what kind of doctor he was? A general practitioner or a specialist (urologist)? If he's not a specialist, you might want to do some research and find someone who specialises in issues like these that you can tell him what you want to have corrected with the least invasive method possible. If he recommends getting cut, ask him about other options first and if he says they wont work for you ask why. The problem with medical treatment today is that most times people just TRUST the doctors and dont ask questions or research the issues. You should be fully knowledge when going in to meet with him so you can ask questions. It never hurts to ask questions and ask the doctor to explain his diagnosis and reason for one course of treatment over other options.

I think what other people have mentioned is that circumcision is the usually the last option for your issue. Normally there are creams that are recommended along with stretching that over time can completely eliminate your issue with no cuts, no scars and no time off. From there, if it is your frenum that is causing the foreskin not to go back and stretching doesnt help you can either have a doctor lengthen or remove the frenum.

Of course if you WANT to be cut, you might want to skip that because you know what you want already. It really depends if you would prefer to keep your foreskin and just repair the issue or if you prefered to be circumcised any.

Do some googling on the procedure and the circumcision styles available so you can see the results and figure out what you prefer going in if there are no other options or you already know what you want done.

i have to ask why you keep saying HE as if the doc who assesst him was a man

i have been cut now for 3 years (and yess i wish i hqadent dun it but its dun now) and i was assest by a girl doc she was very good at what she dun explaned every thing to me and what difrent things i cuold have dun ( yess i am from england with the NHS) she then presented the options to be honist not to meny

I just talked to my friend and he had adult circumcision. He lost some sensitivity in his cock but he did it for the change and not for health reasons. If your doc is telling you you need it for health reasons, then do it. If u get a 2nd opinion, then go ahead. Yes, there will be recovery time and stitches but in the end, I think you'll like it. Btw, your member shouldn't define who you are. Please don't be confused and unsure who you are. Whether you have a 10" cock or 4" or no cock at all, it doesn't define you as a man. It's the moral fiber you possess that people will love you for who you are. Your lifelidcock is irrelevant. Good luck on the procedure and your future journeys in life.
