I can't figure whether this guy is intact or cut.

nope. he looks uncut to me. I've seen cocks with very little foreskin and when hard look just like that. The frenulum is very much there and although a guy can be cut and retain his frenulum this one really looks fully intact.
Cut -- if you look closely, you can see the circ scar -- inverted V shaped, especially in pic 1.
I can see the circumcision scar as well. He's definitely cut at birth, because it does not show a lot. The small folds you would see, if he was uncut, just where the inner foreskin joins the outer foreskin, are absent. The frenulum is intact.
It is very hard to tell sometimes. I was looking at the uncut Canadians thread.
Probably 3 guys who declared themselves uncut, I could detect no foreskin at all.
They look like they are circumcised, and someone did a perfect surgery.

Looks cut to me too. Possibly photoshopped wich is why the scar isn't as pronounced as well. The portion of the shaft in front of the hand/wrist looks a little blurry to me like extra length was added in post pic...
I'd say uncut with skin fully pulled back tight.
On the ventral side, below the frenulum, there is no sign of sudden colour change/scar. The configuration of the frenulum area strongly suggests uncut.
What appears to be a scar on the dorsal and side sides is likely just a last very small fold that happens right where the inner foreksin changes to shaft skin.
I don't know. There's something about the smoothness of the glans and skin behind it which suggests, circumcised. But I can see, why some think there's a scar. I did.
OK guys. Follow the frenulum down to the bottom of the picture. There are what look to be 3 dark mountain peaks sticking up into the inner foreskin. These are the jagged pieces of the circumcision scar.
There's no other reason for the pointed shaped change in coloration there.
He's definitely cut, but the surgeon was generous enough to leave the whole frenulum.
