It doesn't really shrink the penis, but it does make it so that it remains smaller when flaccid. I saw someone on Twitter using it and they had a link. He seemed to be pretty happy with the results.
Basically it trains it to compress but if you don't use it for a few weeks the penis goes back to the original size.
