ehh... depends on how hard, if my hips are tilted, if i get a crazy heavy hard on (which rarely happens) it will lay down, if its just barely hard it will stand up but wobble

Some point up when hard, and can hardly be pulled down. Some point down, and can hardly be pulled up. It depends on several factors; partly, which stretches more - the top or bottom ligaments of the shaft. A lot of this depends on genetics, though I still believe the position one wears it in their briefs during their youth can be a factor in flexibility either upwards or downwards when erect. (Or sideways).

It has to do with the ligament indeed. The ligament at the downside of your cock is short, so when your dick gets hard it won't touch your stomach. But no worries, every dick is different.
