I'm in my early 30s and have this issue too. I think its a pretty normal thing for some guys. It's never really bothered me, I just like to think my cock is a little more eager than others! If I'm freeballing or wearing boxers, my cock is guaranteed to be halfway hard most of the day. Sometimes I really like that feeling, other times, not so much. I've seen plenty of not-completely-soft dicks in the gym shower or at the urinal. You may consider seeing a urologist about this condition. It maybe a medical condition called non-ischemic priapism.
