Have you and your doctor made sure you don't have a simple yeast infection? That is the most common cause of little tears, and can be treated with canesten.

This is the problem with circs on the NHS in the UK, just normally one standard cut, which is normally on the loose and low side, though sometimes you can be lucky, and ask for what you want, which was what my mate in Mansfield was offered at Kings Mill Hospital, and he's very pleased with the result.
Personally, I'd say if a doctor is unwilling to not chop off the parts of your body you don't want removed, then you should find a new doctor.

Hey dude! how r u.. im 23 as well i have had that problem and last fwe days... reallt awallen, itr not nice, foreskin and veins.
ive thougt about gettign cut as well... where i live its common to be cut. ill say it a 50-50%
