I think it’s more of a case of penis size studies becoming more accurate, realistic and less self measuring involved. I think the 6-6.5 was an over estimation, the real average has always been closer to 5 inches.

That being said, I wouldn’t rule out environmental factors having a long term effect on human development. Whether that means penis’ getting bigger or smaller, who knows.
