If your foreskin is healthy, gently stretching should work. BUT, not all tight foreskins are healthy. If you have a part of skin that contracts or loses elasticity, then after stretching it one day, it will contract back the next (or over longer period).
Stretching should never hurt. Always keep the pressure below a point where it isn't comfortable. If you stretch too hard, you damage the skin and it will want to shrink more (or lose elasticity). If you stretch it "pleasantly" it can then loosen up and widen the opening.
Eventually, if this does not work, you need to consider getting circumcised.

I had the same problem, foreskin was too tight that it retracted a little beyond the tip of my penis
I tried a lot to stretch it out, but I was too late apparently
Finally I had circumcision two years ago, It was painful at first... After while most of that pain has gone
Now I am glad I did it, even though It irritates a little, but things get better day by day
