Japanese haiku use 17 mora, which don't quite equate to 17 syllables.
Typically, English haiku use 10 to 14 syllables.
But there's no rigid pattern.

*sigh* Alas, in the West it's been corrupted.

Still, looking at your Wiki link I see "...the typical length of haiku appearing in the main English-language journals is 10–14 syllables." Nowhere does it mention more than 17 syllables. Also, you're correct, Japanese haiku are constructed of 17 mora or on which are a bit different than syllables. So if we were being very strict, we might very well end up with fewer syllables. Then there's the matter of kigo and kireji, but all that is irrelevant, isn't it?

Still . . . .

I guess I'm old school.
One masters the form before
breaking the rules.
