Up to about 20 weeks, that's correct.
Throughout the modern age, viability has been shifting downward to lower points in the term of pregnancy because of medical advancements. Are we to believe that the point of human individuation is actually shifting relative to technological development?
Basing distinction of mother and child on viability doesn't seem that logically sound to me. Something like recombination of DNA is a proposal that doesn't have such serious holes in it.
