Sorry, did you read somewhere that it wasn't meant to? If so, that was just one person's perspective. My mate Keith did an informal survey a few years ago of coworkers and friends in his city in England, and the conclusion was about 70% of guys stayed completely or mostly covered when hard, almost 30 retracted on their own without help, and something like 1 or 2 percent couldn't pull it back easily.

American intact guys tend to have pretty loose foreskins, but then again their parents have been (incorrectly) taught to start pulling it back from the time Junior is in diapers.
