in an ordinary mirror than it would to another person looking at it straight on?
I've wondered the same before. My perspective from above looks one size, then in the mirror it seems noticeably bigger.
simple optics says that it looks as it does (reversed of course) and twice the distance from how far you are from the mirror

I've found that looking down or in a mirror doesn't do justice to the reality of directly looking. (non-scientific observation)
It will also depend on the height of the person looking relative to the height of the person being looked at. If the same height, the angle of view of the penis will be the same as if you are looking in the mirror, but if the viewer is shorter, they will be looking more directly at the cock, and the altered perspective will make it look larger.
As an example of this, compare how much larger a penis looks if you are sitting on a bench in a locker room, and somebody is changing near you - the penis will take-up more of your field of vision, and look much larger than if you are standing beside the guy looking down.
Of course, if you really want to impress yourself, have a lok at your cock in a shaving mirror.....
I don't think it would make that much difference in appearance compared to how much the penis varies in size throughout various stages of arousal.
It is hard to reproduce the line of sight that another would have when looking at you compared to you looking at yourself in mirror.
Try having 2 large mirrors at an angle that lets you see yourself via 2 reflections (aka: not a reversed image) and you will find your pneis looks quite different from what you are used to seeing.
